Free Energy-Saving Weatherization Services Available for Eligible Homes
Casa Verde SA

Casa Verde SA is a weatherization assistance program designed to assist low-income homeowners and renters by installing upgrades that increase the energy efficiency of their houses and reduce utility bills. The program is a partnership between the City of San Antonio's and CPS Energy.

Who Is Eligible?

San Antonio households at or below 200 percent of the federally determined poverty level whose homes have adequate structural conditions qualify for Casa Verde SA.  Priority is given to the elderly, persons with disabilities, families with young children, households with high energy costs relative to income, and households with high energy consumption.  See the table below for income guidelines by family size.

  • For each family member above 6, add $7,480 per year ($623 per month).
  • If you receive Supplemental Security Income (SSI) and/or Temporary Assistance to Needy Families (TANF), you are income eligible.
  • Houses must be structurally sound – Casa Verde SA is NOT a Home Repair Program

How Does It Work?

The program consists of four steps:

1. Determine income eligibility:  Acceptable proof of income are:

  • Current wage stubs for one month.
  • Award letters from Social Security or Supplemental Security Income (SSI).
  • If household receives only cash, a signed, notarized affidavit will be acceptable.
  • Verification of Unemployment Compensation payments. (Documented list of payments or photocopies of payment stubs.)
  • Documentation (i.e. Federal Income tax filing) that will verify self-employment gross income for the previous year or previous quarter of the current calendar year. 

2. Energy Evaluation of the Home:  Conducted by a professional inspector.

3. Installation of FREE Weatherization Measures. Eligible households may receive the below upgrades:

  • Attic, wall, and/or floor insulation
  • Weather-stripping and caulking
  • Replace of incandescent light bulbs with CFLs
  • Install sunscreens on windows
  • Install new gas water heaters, space heaters, HVAC, or window air conditioning units

4. Final Inspection: To assure work quality completeness and customer satisfaction.

     Note: Households may receive up to $6,500 in services, but this amount is not guaranteed.
